But if you are planning a professional photoshoot, or thinking about flying a drone over those fairy chimneys, there are rules worth knowing. The right information makes planning easier and keeps your session free of unnecessary stress.

Personal Photography: Do You Need a Permit?

Short answer: No. Taking personal travel photos or content in Cappadocia's open landscapes, valleys, and fairy chimney fields requires no permit. This includes the open-air zones within Göreme National Park — you can walk, sit, and photograph freely.

That said, there are important exceptions to be aware of.

Areas That Require Entry Fees or Permits

At the following sites, a paid entry ticket generally covers personal photography. Commercial use requires separate authorization:

  • Open-Air Museums — Göreme, Zelve, and Soğanlı open-air museums are ticketed. Personal photography inside is permitted; commercial film and photo production requires an additional permit from the Ministry of Culture and Tourism.
  • Underground Cities — Sites like Derinkuyu and Kaymaklı are ticketed. Personal photography without flash is generally allowed inside.
  • Private Properties and Cave Hotel Terraces — If you are on a property's premises, their rules apply.

Commercial Photography and Professional Shoots

For commercially intended photography — advertising, campaigns, editorial, publications — permits may be required from the Ministry of Culture and Tourism and local municipalities. The process depends on the shoot location:

  • Within national park boundaries, approval from the National Parks Directorate is needed.
  • Inside a historical site or museum, coordination with the Provincial Culture and Tourism Directorate is required.
  • Small-scale shoots on public streets and open roads generally do not require permits.

Drone Use: What You Need to Know

Prohibited Zones

  • Areas around civil and military airports (Nevşehir and Kayseri) are strictly off-limits.
  • Flying a drone without prior authorization in protected areas such as Göreme National Park is prohibited.
  • Operating a drone during active balloon flight hours poses serious risks to flight safety and violates Turkish Civil Aviation regulations.

If You Want Drone Footage

Drone use in Turkey is regulated by the Directorate General of Civil Aviation (SHGM). All drones over 500 grams must be registered, operators must hold a license, and pre-flight notification to SHGM is required for each flight.

General Rules to Keep in Mind While Shooting

  • Do not touch historical structures, rock churches, or frescoes; take care when setting up tripods nearby.
  • Avoid publishing close-up photos of other visitors without their consent.
  • Refrain from climbing or positioning yourself on rock formations in ways that could cause damage.
  • Respect property boundaries — entering private land for a better frame is both illegal and potentially unsafe.

Do wedding or engagement shoots require a special permit?

Shoots in publicly accessible areas generally do not require permits. If the session takes place inside a museum or protected site, formal authorization may be necessary. We incorporate these considerations into our location planning process.

I am shooting for Instagram or YouTube — am I considered commercial?

Under Turkish law, personal social media content without brand sponsorship is generally not classified as commercial. However, brand collaborations and sponsored content may cross into the commercial category. When in doubt, consulting a local expert is the safest approach.

Should I bring my drone to Cappadocia?
